On the new officer menu, create an officer with the name of "Sun Tzu" (the author of Romance Of The Three Kingdoms), and he will have very high skills.

Choose to create these new officers in the Create New Officer mode (duh). Enter the first part of the name in the family name window and the second part of the name in the name window.
