At the Main Menu, press LEFT, RIGHT, L1, R1, CIRCLE, SQUARE, R2, L2. This will unlock all bonuses.

To open up all starting locations in patrol mode, push the following buttons at the main menu: Down, Up, L2, L1, Cross, Triangle, R2, R1.

To unlock all missions, enter the following button presses at the main menu: Down, Up, Left, Right, X, Triangle, Circle, Square.

At the main menu, press LEFT, RIGHT, L1, R1, CIRCLE, SQUARE, R2, L2. If you entered the code correctly, you will hear a meow kind of sound. This unlocks all weapons in Free Patrol and all of the other cars and stuff in the Bonus Items screen of the Options menu.
